Anyone now has the right to ask for help, donations or solicit business on public property or along any public thoroughfare. While this is allowed, some dangerous conduct related to soliciting is prohibited by Creve Coeur City Ordinance:

Motorists “shall exercise the highest degree of care to avoid colliding with any pedestrian upon any roadway and shall give warning by sounding the horn when necessary.” (Section 345.090)
