On April 4, 2023, Creve Coeur citizens will vote on Proposition M, an additional 3% sales tax on adult use (recreational) marijuana. The Missouri Constitution allows municipalities to impose an additional sales tax of up to 3% on retail sales of adult-use marijuana with voter approval. If approved by a majority of voters, the sales tax revenue would be dedicated to supporting public safety in Creve Coeur. The additional 3% sales tax would not apply to medicinal marijuana retail sales.

In response to the amendment to Missouri's Constitution approved by voters on November 8, 2022, the Planning and Zoning Commission reviewed a text amendment to allow recreational marijuana uses in appropriate zoning districts. These marijuana uses include cultivation, manufacturing, and testing facilities, as well as dispensaries. Upon receiving a recommendation by the Planning and Zoning Commission, the City Council approved the text amendment during the City Council meeting on February 13, 2023.
