On April 4, 2023, Creve Coeur citizens will vote on Proposition M, an additional 3% sales tax on adult use (recreational) marijuana. The Missouri Constitution allows municipalities to impose an additional sales tax of up to 3% on retail sales of adult-use marijuana with voter approval. If approved by a majority of voters, the sales tax revenue would be dedicated to supporting public safety in Creve Coeur. The additional 3% sales tax would not apply to medical marijuana retail sales.

Shall the City of Creve Coeur be authorized to impose an additional sales tax for the limited purpose of public safety in an amount not to exceed three percent on all tangible personal property retail sales of adult use marijuana sold in the City?

In response to the amendment to Missouri's Constitution approved by voters on November 8, 2022, the Planning and Zoning Commission reviewed a text amendment to allow recreational marijuana uses in appropriate zoning districts. These marijuana uses include cultivation, manufacturing, and testing facilities, as well as dispensaries. Upon receiving a recommendation by the Planning and Zoning Commission, the City Council approved the text amendment during the City Council meeting on February 13, 2023.
St. Louis County has a similar proposition on the April 4th ballot, also called Proposition M, imposing an additional sales tax on adult use marijuana.
