[ARCHIVED] Council Adopts New Strategic Plan

Strategic Plan

The City Council approved a new Strategic Plan at their meeting on Thursday, April 13. The three-year Strategic Plan consists of goals, action steps and performance measures and will be used by city staff as a management tool to share progress with City Council on municipal operations. A copy of the plan is available at

The plan reflects thoughtful consideration by elected officials and city staff with facilitation support from an independent firm. The development process, which began in December, included a survey of City Council members and city staff, two work sessions with elected officials and staff, and continued deliberation by staff to identify performance measures and an implementation strategy.

The Strategic Plan, while separate, complements and aligns with the city’s planning initiatives including the Comprehensive Plan, Capital Improvement Plan and others. Community members are encouraged to direct questions about the plan to Mark Perkins, City Administrator, at or (314) 872-2515.
