[ARCHIVED] Director of Public Works Receives 2018 Public Works Leader of the Year Award

Creve Coeur Director of Public Works, Jim Heines, was named the 2018 recipient of the Missouri American Public Works Association (APWA) Public Works Leader of the Year Award. The award was presented to Heines at the Missouri APWA Fall Conference on Monday, November 5.

The annual award recognizes outstanding career service achievements of individual public works professionals and officials, from both the public and private sectors, focusing on the individual’s career service rather than a single project. 

Heines began his career in public works with the City of Glendale Department of Public Works, working his way up from an entry-level position to public works foreman. He joined the City of Creve Coeur in 1989 as a maintenance worker for the Department of Public Works and rose through the ranks as a foreman, stormwater designer, construction inspector, project manager, assistant director and acting director before taking on his current role of Director of Public Works in 2009.

During his time with the City of Creve Coeur, Heines has led the city’s roadway maintenance programs and a number of major construction projects, including enhancements to Olive Boulevard and the Olive/270 interchange. Heines is currently overseeing the planning, design and construction of the new Creve Coeur Police Station, to be completed during summer 2019.

“Jim’s work ethic is unparalleled, and beyond that, he puts his heart into his work,” said Mark Perkins, City Administrator.

“Creve Coeur is fortunate to have the benefit of Jim’s leadership in public works for so many years, and we are thrilled to see him recognized as an outstanding leader in his field by the American Public Works Association,” said Creve Coeur Mayor Barry Glantz.
